CHENNAI: The Middle East Respiratory Syndrome (Mers) scare will result in 28% fewer pilgrims travelling to Saudi Arabia from India for haj this year.
Around 1.25 lakh Muslims will make the journey this year, 49,000 fewer than the 1.74 lakh Indians who went on the pilgrimage last year, Haj Committee of India vice-chairman Abu Bakar said.
Saudi Arabia had issued an alert, asking Muslims over 70 and those with health problems not to make the pilgrimage this year to curb the spread of Mers, a viral respiratory illness first reported in the country in 2012.
Baker said Saudi authorities have undertaken massive expansion plans for the two holy mosques, which are expected to be completed in two years. Once the mosque in Mecca is expanded, it will be able to accommodate over 1.2 million pilgrims at a time.

New Delhi: Even as minority politics takes centrestage in the wake of recent riots in Uttar Pradesh,a report by the Council for Social Development says the Centre has failed to implement the recommendations of the Sachar Committee,with its response to Muslim deprivation at best being cautious and minimalist.Most of the benefits intended for minorities are being cornered by either the majority population or non-Muslim minorities,the report claims. The report lists misplaced focus of minorityoriented programmes,lack of funds and fear of minority appeasement taunts as the reasons for governments failure to fulfill its promises. The Social Development Report 2012: Minorities at the Margins was prepared by Zoya Hasan,Mushirul Hasan,Tanweer Fazal,Javed Alam Khan and Abusaleh Sharif,among others. The report says programmes intended to improve school education among Muslims has focused on modernization of madrasas even though only 4% Muslims go there for education.

Minority affairs ministry a liability,lacks commitment
New Delhi: A report by the Council for Social Development,Social Development Report 2012: Minorities at the Margins claims that the multi-sectoral development programme (MSDP) launched after the Sachar Committees report has failed.The programme targets 90 districts with around 25% Muslim population for infrastructure development through enhanced funding. The report notes that benefits of the scheme reached only 30% of Muslim population in these areas,indicating others have cornered most of the resources.In states such as Bihar and Uttar Pradesh (with high concentration of Muslims),infrastructure projects have been diverted to non-minority areas. The Reserve Bank of Indias efforts to extend banking and credit facilities to Muslims,a major fallout of the Sachar Committee report which said Muslims were left out of the banking system,has also ended up benefiting non-Muslim minorities whose socio-economic status is comparable to upper caste Hindus,the report says. Diffidence at the policy level to clearly focus on Muslim deprivation translates into active reluctance by the implementing agencies on the ground to target the Muslims even in districts with high Muslim concentration, the report said.Blaming the minority affairs ministry for such failures,Mushirul Hasan told TOI,The ministry has become a liability.It is devoid of any ideas and lacks social commitment. According to the report,both funding and its utilization have been a problem.In the 11th plan,allocation for minorities was 6% of the total outlay with minority affairs ministrys share being only 0.79%.The report says this is insignificant to address minority development.It also notes that budgetary plans for minorities are not proportional to their population.
Mumbai: The Indian Mujahideen operative Afzal Usmani,accused of involvement in half a dozen bombings across the country,was arrested by the Mumbai polices crime branch in September 2008 for stealing cars. During interrogation,he allegedly admitted his involvement in the Ahmedabad blasts.His arrest then led the police to 22 other suspects in the case. Officers noted that this is the second time Usmani has given them the slip.In 1999,he jumped bail in a theft case and travelled to Pakistan. On Friday,Usmani and 22 others were taken to the sessions court in two police vans and produced at 1pm before special MCOCA judge A L Pansare.After a half-hour,they were directed to return during the post-lunch session at 2.45pm.The accused were thereafter escorted from the third-floor courtroom to the ground floor. At 2.35pm,the supervisor of the policemen escorting the accused,assistant police inspector Ram Chopde,sent Usmanis escort,assistant sub-inspector Sanjay Deshmukh,to the courtroom to ascertain when the hearing will begin. While Deshmukh was gone,Usmani slipped away. Officers said it helped Usmani that the court was teeming with relatives of undertrials. They said there are no CCTV cameras at the premises,or the gates,of the city civil and sessions court,which is barely 200 metres from the state police headquarters.Usmanis escape came to light at 2.45pm,when the accused were to be produced before the court. The police escorts realized Usmani was missing and an officer informed the special public prosecutor,Raja Thakre,there was a problem with the headcount of the accused. On Thakres request,judge Pansare directed the court clerk to take attendance.When accused number one,Usmani,did not respond,his escape was confirmed. Assistant sub-inspector Deshmukh was summoned to the witness box and his statement recorded.Hearing the statement,the judge remarked: This is negligence;this is not right.This will have an impact on other cases. The court adjourned the framing of charges until September 27.We are recording the statement and complaint of Sanjay Deshmukh. We will register a case against Usmani at the Colaba police station under IPC section 224 (escaping from custody), said additional commissioner of police (south region) Krishna Prakash. Additional commissioner of police (Navi Mumbai) Fateh Singh Patil added that Deshmukh and Chopde have been suspended for negligence and a departmental inquiry instituted. Prakash said that seven teams have been formed to trace Usmani and another 20 teams to comb the area;Usmanis photograph and brief details have been sent to all police stations and check-posts through WhatsApp,BBM and wireless.

New Delhi:If you want to use the RTI Act to know the status of Wakf properties on which there is no official data and many of which have either been encroached upon or usurped you may have to pay lakhs of rupees as fee. Disclosing this fact before the SC on Friday,Moradabadbased NGO Manav Vikas Sewa Samiti said the UP Sunni Central Wakf Board had told the NGO that the cost of the information sought on the management of listed Wakf property was about Rs 4 lakh and would be furnished after it deposited the money. In response to the RTI query,the Delhi Wakf Board had said,No information is readily available.The information sought by the applicant is quite voluminous and we lack wherewithal to provide the said information as compiling the list of properties,the disputes,suit numbers,courts names,status would be time consuming and would be an undue burden on our meagre resources. Making all Wakf boards as respondents in its PIL,the NGO said that four years have passed since the Centre introduced a scheme for preparing a computerized inventory of Wakf properties and get them back from encroachers,but the list is still not ready.A bench of CJI P Sathasivam,Justice Ranjana P Desai and Justice Shiva Kirti Singh issued notices to all the Wakf boards and sought their responses to the PIL,which has sought a direction to them to comply with the December 18,2012 order of the ministry of minority affairs for computerization of data on Wakf properties. The NGO said a joint parliamentary committee report on Wakf in October 2008 had recommended computerization of records of state Wakf boards.On the basis of the recommendations,the Centre had launched a scheme under e-governance project of the ministry of minority affairs directing all state Wakf boards to streamline the records about the Wakf properties.The Centre had earmarked Rs 25 crore for this. After we received an email from different sources indicating that Heera International Islamic University is being built near Tirupathi with pictures of seven storied construction and the architect’s view of the University building, we have approached a number of our friends and other leaders in Tirupathi and Hyderabad to investigate the accuracy of the location and the status of the building.

Furore over establishment of Islamic University in Tirupati
The Hindu Correspondent | TIRUPATI | September 14, 2013:: The Bharatiya Janata Party (BJP) has raised serious exception to the establishment of an Islamic University on the outskirts of the temple city of Tirupati.
The Heera International Islamic University is being established as an Arabic learning centre for women at a six-storied building on the banks of the Swarnamukhi at Thondavada village, 11 km from the city centre.
Speaking to the media on Friday, the party’s State official spokesperson G. Bhanuprakash Reddy demanded an explanation from the State and Central government on the setting up of the Islamic institute at a place considered sacred for Hindus.
“In recent times, there had been several intelligence reports about a looming security threat to the temple city. In such a situation, is it necessary to set up a centre dedicated to Islamic studies at the foot of the Tirumala hills?” Mr. Reddy said the party was not against the university and Islamic studies, but had serious concerns about the place where it was being established. Global Hindu Heritage Foundation (GHHF) was able to get about ten pictures of the building and the nearby places. Many of our friends have been trying to find out the sinister plans of starting Islamic College near Tirupathi. Following information is being provide for your purview :
1. The seven layer/storied building is being constructed in Chandragiri village which is about 13 kilometers from Tirupathi.
2. There is big sign posted on the main road to indicate that it is the home of “Heera International Islamic College (HIIC).” On the same sign board it is written “Women Arabic College.”
3. Down below the sign board, on the ground there is a sign “Swarnamukhi River Rejuvenation Project.” The name Chandragiri is also printed on the sign board.
4. HIIC is being built approximately in a seven-acre lot. It appears that this land is parceled into few pieces of lots.
5. It is noted that this land was acquired in 2007. Research is ongoing for the authenticity as well as the circumstances under which this land was acquired.
6. This land belonged to a VISHNU Temple, known as Timmappa Temple, with a very tall Rajagopuram according to the villagers. They were in dilapidated condition for many years.
7. We have taken TEN new pictures to indicate that they are building the HIIC in the Vishnu Temple complex. The pictures indicate the dilapidated Rajagopuram on the left side (Westside of the building).
8. It appears that HIIC never got permission to start the college. No permission was granted before they started the construction.
9. Tirupati Urban Development Authority (TUDA) area includes 70 kilometers radius from Tirupathi. Chandragiri is only 13 kilometers from Tirupati. Any construction in Chandragiri should have the prior approval from TUDA. No such permission was granted to start this construction.
10. According to TUDA zonal rules no permission to construct any building can be granted, if it has more than five layer/stories plus stilt.
11. It appears that a letter was sent to the Special officer in Collector’s Office to grant approval for permission for construction, which is totally against the Zonal rules.
12. Villagers in the area feel that some local politicians are behind this idea of constructing an Islamic College at this location.
13. Villagers feel that Vishnu Temple land is illegally occupied by HIIC and building is being constructed illegally.
Why near Tirupathi ?
Is there a plan to silence the bells and stop the aarathi at Lord Venkateswara Temple ? Is there a plan to keep buying lands as close to Balaji Temple as possible to start Minarets with high volume loud speakers announcing that “Allah is great.” Do you think that it is a far-fetched imagination ?
Please take a look at few examples of the recent times
1. The present government has asked some Temples in old Hyderabad to stop aarathi and also stop ringing the temple bells as the Muslims celebrate Eid.
2. Swami Paripoornananda was asked not to visit the Bhagya Lakshmi Temple because Muslims may be upset. He was arrested and taken in a car to have darshan only from the police car; never allowed him to get down and go to the Temple.
3. In Hyderabad, the Hanuman Temple was desecrated by throwing Beef into the Temple compound and splashing the green color water on the walls to create animosity in the community.
4. Akbaruddi Owaisi made a statement to remove the Bhagya Lakshmi Temple from the premises of Charminar in the old city. He even made a blood thirsty pronouncement that “We are 25 crores, you are 100 crores. Remove the police for 15 minutes and we will show you who has more courage and strength.”

1. For many years the Christians and Muslims have been eyeing on Tirupathi to make it their place of worship. For the last ten centuries Muslims have targeted the most auspicious places where Hindu Temples were located. They have a history of occupying, and destroying Hindu Temples and rebuild Mosques either on Top of the demolished Temples or next to these Temples because their religion teaches them to dispel Idol worshippers.
2. The Muslims headed by Ms. Aalima Shaikh Nowhera started this HIIC to provocate, demean and destroy, over a period of time, the most scared places for Hindus. Once they start this College, they will start expanding to places as close to Lord Venkateswara Temple as possible and create terror and rampage in the villages, the techniques they have perfected over the centuries.
3. Why not Hyderabad ? Chandragiri village where this HIIC is being built has less than .05 percent Muslim population. Chittoor district, where Tirupathi and Chandragiri are located, has about 9 percent Muslim population. Hyderabad city has about 40 percent Muslim population. It is only natural to think that an institution like HIIC should have been built near Hyderabad or some other major city in India.
Few examples of the possible Evil Plans at Tirupathi
1. Christians under the leadership of the then Chief Minister of Andhra Pradesh Mr. Y S Rajasekhara Reddy had devised a plan to break up the seven hills, make five hills as the property of the State and eventually convert it into a Christian property to build Mega churches next to Balaji Temple. In 2004 it was announced that the five hills would be taken over by the government for converting them into a picnic spot with multiplexes, food courts, commercial lots, sports centers and entertainment infrastructures including a rope-way to reach the top of the hills. The whole objective was to destroy the Hindu culture and convert Hindus into the Christian faith with malice, incentives, deception, allurement and lying.
2. Christian propaganda on Tirumala Hills has been continuing for years, with distributing the Christian pamphlets to the pilgrims on the hill and trying to convert them to Christianity. Even today no body knows how many Christians are employed. Even with a strict ordinance for TTD against the employment of other religious people, they get employment with false statements and deceptive arsenal they have in their hands.
3. Now, Muslims have joined the bandwagon to continue their unfinished business of converting Bharath into an Islamic State.
Approached Political and Community Leaders
We tried to approach different community leaders and politicians of different parties – Congress, BJP and TDP. We could not reach any Congress leader so far. TDP representative asked us to approach the concerned minister.
We were able to talk to NVSS Prabhakar, BJP leader who also started investigating the matter. He had a news conference on Friday (12th). He questioned the motive behind the construction of HIIC. He even traced the history of religious activities of Christians and Muslims in and around Tirupathi for the past ten years and their attempt to take over the Temple property and their missionary activities. She even received an award from Indian Economic Development and Research Association for attending a seminar on “Outstanding Achievements and National Development” in July 2013.
Girl, 8, wife of 40-yr-old dies of bleeding on wedding night

SANAA: An eight-year-old Yemeni girl died of internal bleeding on her wedding night after marrying a man five times her age, a social activist and two local residents said, in a case that has caused an outcry in the media and revived debate about child brides.
Arwa Othman, head of Yemen House of Folklore and a leading rights campaigner, said the girl, identified only as Rawan, was married to a 40-year-old man last week in the town of Meedi in Hajjah province in northwestern Yemen. "On the wedding night and after intercourse, she suffered from bleeding and uterine rupture which caused her death," Othman said. "They took her to a clinic but the medics couldn't save her life."
Othman said authorities had not taken any action against the girl's family or her husband. A local security official in the provincial town of Haradh denied any such incident had taken place. He did not want to be identified because he was not authorized to speak to the press.
But two Meedi residents confirmed the incident and said that local tribal chiefs had tried to cover up the incident when news first broke, warning a local journalist against covering the story.
Many poor families in Yemen marry off young daughters to save on the costs of bringing up a child and earn extra money from the dowry given to the girl. A UN report released in January revealed the extent of the country's poverty, saying that 10.5 million of Yemen's 24 million people lacked sufficient food supplies, and 13 million had no access to safe water and basic sanitation. Human Rights Watch urged Yemen in December 2011 to ban marriages of girls under 18, warning it deprived them of education and harmed their health.
