April 1, 2012

அமெரிக்கன் மிஷனிடமிருந்து முதலில் ரூ.14 கோடி (£2.2 million and then pocketing £925,000 of the proceeds) பிறகு சுமார் ரூ.7 கோடி அபகரிதததற்காக புகார் பதிவு செய்யப்பட்டுள்ளது.

First printed in The Church of England Newspaper.A bishop fighting tax fraud charges brought by the Indian government has died.  On 3 February 2012 the former Deputy Moderator of the Church of South Indian and current Bishop in Madurai-Ramnad, the Rt. Rev. A. Christopher Asir, died at the Madurai Meenakshi Mission Hospital from cancer.  He was 64

Elected bishop in Madurai-Ramnad in 2003, Bishop Asir was elected deputy moderator of the CSI in 2008.  In 2010 he stood for election as Moderator, but lost by 8 votes to Bishop S. Vasanthakumar.

Last month Bishop Asir was called to testify before the District Revenue Collector of Madurai to respond to charges that he had been part of a criminal ring that included a serving government minister that had defrauded his diocese of £925,000 by selling church land and pocketing the proceeds.

Bishop Christopher Asir and Mr. M.K. Alagiri – the Minister for Chemicals and Fertilizers – were ordered to appear before the tax authority on 4 Jan 2012 following a year long investigation into the bishop’s stewardship of church lands.

On 28 Jan 2011 Justice V. Kuruppiah of the Madras High Court directed the police to investigate Bishop Asir, Mr. Alagiri and Pauline Sathyamurthy, the former treasurer of the CSI who is currently being sought by police in connection with the theft of tsunami relief funds for selling land given to the diocese by an American mission society for £2.2 million and then pocketing £925,000 of the proceeds.

A prima facie case of malfeasance was found to have occurred by the district officer and the case passed to his superiors for investigation

Women’s Commission for enquiryShastry V. Mallady, Saturday, Nov 15, 2008,http://www.hindu.com/2008/11/15/stories/2008111560490600.htm

MADURAI: The Tamil Nadu State Commission for Women has recommended to the State government to hold a proper enquiry into the entry of unauthorised persons inside American College premises on August 29. It also recommended that the enquiry shall specifically look into allegation of breach of official responsibility by the Madurai Police Commissioner K. Nandabalan.

K. M. Ramathal, Chairperson of the Commission, along with Qudsia Gandhi, member, conducted an enquiry at the Madurai District Collectorate on September 19 and 20 after receiving a memorandum from a few women faculty members of the college alleging that “police entered college premises accompanied by the Bishop of CSI and illegally took possession of the Principal’s room apart from misbehaving with the students.”

The American College here is in the thick of a controversy following differences of opinion between two groups led by Bishop of Church of South India A. Christopher Asir and T.Chinnaraj Joseph Jaikumar, who was removed from the post of Principal.

“The Women’s Commission strongly recommends that the State government request the Madurai District Collector to ensure that all the women students and teaching faculty members who deposed before the Commission and alleged vulgar and sexual verbal abuse by the police in their depositions to us may be adequately compensated with a payment of Rs.5,000 to each of them,” the report said.

The State Women’s Commission had come to the conclusion that “the Assistant Commissioner of Police, Tallakulam, in Madurai, is openly supporting the Bishop and his men and he has also been responsible for the illegal entry of the Bishop and his men to the college on August 29.”

It strongly recommended that the Assistant Commissioner may be immediately transferred outside Madurai city jurisdiction.

Another recommendation made by the Commission was that the Madurai District Collector, Commissioner of Police (Madurai) and the Joint Director of College Education shall ensure that the complaints that have so far been brought to their notice by the students, teachers and representatives or the Management of the American College are dealt with justly as per provisions of law as well as disposed of speedily. “This will also apply to all future complaints that may arise,” the report said.

Over 25 witnesses from both the groups were examined by the Commission.

[3] She alleged that she was sexually harassed by the bishop and claimed that he was partial to her by denying her a promotion after she refused his sexual advances. Nesakumari also alleged that the bishop had denied her request to post her at some other location, with an ulterior motive. In her petition, she further alleged that the bishop had not disbursed her salaries. When the matter came up for hearing before Justice V Periya Karuppiah, it was submitted by the government advocate that “the primary investigation of the complaint is on and the complaint will be registered if any prima facie evidence is made out.”
