Case buried along with girl as police turn blind eye

Perched on the edge of a highway,Nilakkottai in Dindigul district,is a picture postcard village.But,the neat row of tiled houses,clean mud roads and the comforting picture of quiet rural life belie caste turmoil.Just six months ago,this pastoral calm had been rudely shattered.
In March this year,elders gathered under the manthai in the village centre.Twentytwo-year-old Dhanam and dalit youth Vinoth Kumar (27) were summoned for the hearing.The village dominated by families belonging to the Thevar sect of piramalai kallar was shocked that Dhanam,a nurse in a hospital in Chennai,had dared to fall in love with the dalit youth and worse even live with him,defying tradition and caste taboo.
Violent scenes were witnessed in the tiny village square,flanked by a huge water tank and a primary health centre.The young couple were beaten up by the villagers,who ordered Vinoths family to leave the village and never to return.Dhanams mother Mariammai was not spared too as villagers beat her up and even broke one of her arms for supporting her daughter and bringing her up in such a fashion.Her father,A Muthusamy,joined the villagers in punishing his family.
On March 9,the village gathered outside at Jallipatti,on the village edge,in a small clearing beside the highway.A small group of elders then decided it would be the wisest thing to remove the blot on the village.Muthusamy was asked to take a decision.According to the village panchayat ward councillor and Dhanams uncle E Ayyappan (26),in the early hours of March 12,the girl was taken by her father to their garden across the highway.Muthusamy kept a bottle of poison on the ground and told his daughter that either she should take it or he would consume it as he could not live down the shame.Dhanam drank it up, said Ayyappan.
Three family members then carried Dhanams body back to the village,to a small patch of ground used by the villagers as a cremation ground.Truck tyres were placed on the body to make it burn faster and then it was set on fire.Today,a burnt patch and some pieces of bones are all that remain of a shocking death.Though we have two police constables living in our village,the case was completely hushed up, said Ayyappan.
Nilakottai panchayat president A Seeman is yet to get over the shock.The issue was not brought to me.We didnt know what happened until after the incident.We only heard that the girl was forced to marry her relative.But she was with him for about five days and then ran away again with the dalit youth.She was tracked and brought back by the villagers and the next thing we knew,she was dead, he said.The Nilakottai police plead ignorance.
DGP Letika Saran has promised action if the details of the case are faxed to her office.We register all such cases as murders.All the conspirators too are charged with murder.It can be a case of suspicious death.But as soon as we get evidence pointing to murder,we alter the IPC sections accordingly, she told The Times of India.But stern police action in some cases have failed to act as deterrent for villages cocooned in their own laws.

Killing IN THE NAME OF HONOUR

Police look the other way as kangaroo courts pass death verdicts.Jaya Menon travels through the caste-sensitive districts of TN to get the real picture of the horror

Acharred piece of earth and some bits of bones are the only signs of a dastardly killing in the name of honour.No other evidence remains of the spine-chilling crime to mar the rustic charm of Maalaipatti village,perched among the green mountains of the Western Ghats in Dindigul district.On July 28,2008,a few days after being chained in a bathroom and treated like a rabid dog outside her terraced house,tortured and beaten up with a log,young Sangeetha,barely conscious,was burnt to death by her family members near a dry water channel running through a field.The dalit youths,who were called to conduct the last rites,recall in horror how the terrified,emaciated girl had regained consciousness as the flames engulfed her,shouting for help.
The village,in which the intermediate Naicker caste is the dominant community,then purged itself the floors of the houses were scrubbed clean with detergent and water,and the walls whitewashed.The local Mariamman temple too got a fresh coat of paint.The village had decreed that Sangeetha should die for bringing shame to her community by eloping with a dalit boy from the village.
But the police of the Vilampatti station,barely a km from the village,claim ignorance about the incident.They have,in fact,dropped action in the case.Vilampatti circle inspector,D Sakkarai says,We have closed the case.We found clear evidence that the girl had committed suicide. Then why had relatives hurriedly cremated the body without even informing the police Yes,that is the only unresolved issue, he admits.
Sub-inspector Geetha Devi of the Nilakkottai all-woman police station,who had been instrumental in tracking the lovers and getting them back to their families,says,If I had know that such a fate awaited Sangeetha I would never have got them back to the village.
Even two years after the incident,scribes visiting the village are viewed with suspicion and hostility.The family has suffered enough, said a Maalaiaatti resident belonging to the Naicker caste sullenly when asked about the incident.Residents in the colony of dalits in neighbouring Ethilodu talk in hushed tones about how the Naickers had conspired to kill the girl from their own community for daring to elope with a dalit youth.
A couple of days before Sangeetha was burnt alive,allegedly by her own family,Maalaipattis dominant caste gathered in the square,not in their own village but in Pullakaadupatti,a km or two away,to hold court and decide how to purge the slur brought upon them by the girl.It did not take long for the elders,hardened by caste sentiments,to arrive at a verdict.They decided to kill the girl.They burnt her alive, said a shocked N Kamalanathan,panchayat president of Ethilodu,neighbouring Maalaipatti,shrugging helplessness.The youth,K Balachander (20),whom Sangeetha wished to marry,hailed from Ethilodu.
The shocking spectacle of caste leaders and elders holding kangaroo courts,huddled in the manthai (a low-slung,tile-roofed structure) in the village square and passing death verdicts on those who dare to violate the caste diktat is nothing new in Tamil Nadus rural areas.It is a custom so ingrained in the village system that few dare to question it, says A Kathir of Evidence.The parents of the girls or boys who rebel and fall in love or marry out of caste are blamed for the shame brought on the village and in many cases,they are pressured to murder their errant son or daughter or drive them to suicide.
There are several such cases that take place,many of them are not brought to our notice, admits P Murugadasan,inspector of the Manamadurai (Sivaganga district) police station and investigating another incident of honour killing,the Megala case.
Though both Shiva and Megala were from the same caste,their marriage was considered a dishonour for the family as the girl had been forced to marry a relative a few days before she decided to elope with Shiva.The family and relatives had hatched a plot to kill them both.It was fortunate that Megala escaped, says T Manoharan (45),Shivas uncle from Kattikulam.
Whats more shocking is the fact that the police turn a blind eye when such killings take place.By turning their backs,they,in fact,encourage such killings, says Chennaibased Daniel Selvakumar (29),a dalit Christian,fighting for justice in the case of his wifes death.Sathura (24),hailing from the Thevar community of Vadachery village in Thanjavur had been lured by her family to come back home with the promise that their marriage would be conducted according to Hindu rituals.On March 23,Daniel was informed that his wife had committed suicide.Police harassed the youth when he rushed to the village and refused to allow him to even see his wifes body.
I showed him pictures of her body.Her left ear had turned blue.We are not sure if she poured poison into her ear herself or if someone else did it, said then Thanjavur superintendent of police,now in Chennais cyber crime,G Sampath.

26 வயதான நடிகை த்ரிஷா, ""துரதிர்ஷ்டவசமாக இதுவரை நான் திருமணம் செய்யப்போகும் மனிதரைக் கண்டுபிடிக்கவில்லை. அதற்கான அவசியமும் அவசரமாக எனக்கு ஏற்படவில்லை. ஆனால் சரியான நேரத்தில் அவரைக் கண்டுபிடிப்பேன்'' என்று சிரிக்கிறார்.

ஆரணி பட்டுப்புடவையில் போலி!

காஞ்சிபுரம், திருபுவனம் போல் பட்டுப் புடவைக்கு உலகப் பிரசித்திபெற்றது ஆரணி.

திருமணமா? சீமந்தமா? குழந்தைகளின் காதுகுத்து வைபவமா? தீபாவளி... பொங்கல் போன்ற பண்டிகைக் கால குதூகலமா? நம் தமிழகப் பெண் கள் அத்தனை பேரும் பட்டுப்புடவைகளை அணிந்துதான் பளபளப்பார் கள்.

ஆரணிக்கு என்ன ஆச்சு? என்றபடி... அந்த பட்டு பூமியில் தரையிறங்கினோம்.

"இங்க இருக்கும் கரஸ்பாண்டண்ட் வேதநாயகம் மோசமான ஜொள் பார்ட்டி. அவர்ட்ட ரொம்ப... ஜாக்கிரதையா இருக்கணும்'னு எச்சரிக்கை கொடுத்தாங்க.

அவங்க சொன்னமாதிரியே... கரஸ்பாண்டண்ட் வகுப்பில் டபிள் மீனிங்கில் பேசினார். சிலநேரம் வல்கராவும் கமெண்ட் அடிப்பார். ஹாஸ்டல தங்கி இருக்கும் மாணவிகளை அடிக்கடி வீட்டுக்குக் கூப்பிட்டு.. வீட்டு வேலைகளைச் செய்யச் சொல்வார். அப்ப அவர் நிறைய சில்மிஷங்களும் பண்ணுவாராம். பல மாணவிகள் இதைச் சொல்லி அழுதிருக்காங்க. அவர் பலவிதமா எனக்குத் தூண்டில் போட்ட போதும் ரெண்டு வருசம் எப்படியோ சமாளிச்சிட் டேன். இப்ப ஃபைனல் இயர். இதற்கிடையில் இதே கல்லூரியில் படிக்கும் எங்க மாமா பையனை எங்க வீட்டில் எனக்கு நிக்காஹ் பண்ணிவச்சிட்டாங்க. எக்ஸாம் நெருங்கிய நேரத்தில் பலருக்கும் ஹால் டிக்கட் கொடுத்த கரஸ்பாண்டண்ட் எனக்கு மட்டும் கொடுக்காம இழுத்தடிச்சார்.. அதைக் கேட்டு நான் அவர் அறைக்குப் போனேன். எடுத்த எடுப்பிலேயே "நீயும் உன் ஹஸ்பண்டும் ஒழுங்கா எக்ஸாமை எழுதி நல்லபடியா ஊர்ப்போய்ச் சேரணும்னா... நான் சொல்றதைக் கேட்கணும். உன்னை நினைச்சி நான் பலநாள் தூங்கலை. உன் அழகு என்னை பைத்தியமா ஆக்கிடிச்சி. ஒருநாள்.. ஒரே ஒருநாள் என் ஆசையை நீ தீர்த்துவச்சா... அடுத்த நிமிஷமே ஹால் டிக்கட் தருவேன். இல்லைன்னா... உன்னைப்பத்தி தப்புத் தப்பா வதந்தி பரப்பி... உன்னை வாழவிடாமப் பண்ணிடு வேன்'னு வில்லன் கணக்கா.. வெட்கமில்லாமப் பேசினார். எனக்கு அழுகை வந்துடுச்சி. அப்படியே வெளில ஓடிவந்துட்டேன்...''’என்று வழிந்த கண்ணீரைத் துடைத்துகொண்டவர்..

இந்த நிலையில்.... நமது நண்பர் ஒருவர் மூலம் கடலூர் பகுதியைச் சேர்ந்த அந்த இரண்டு கல்லூரி மாணவிகளும் நம்மைச் சந்தித்தனர். அவர்கள் முகத்தில் கவலையான கவலை. அவர்களின் புகாரும் இதே ரகம்.

அவர்களை விசாரித்தபோது... ""கடலூரில் இருக்கும் ஒரு கிறிஸ்த்தவக் கல்லூரியில் படிக்கிறோம். எங்க கல்லூரியில்.. தனது பெயரில் அருமையை வைத்திருக்கும் வசதிப் பேராசிரியர்... துறைத் தலைவரா இருக்கார். அவரிடமும் ஜானின் மகன் என்ற பொருள் வரக்கூடிய பெயரையுடைய பேராசிரியரிடமும் நாங்க படாதபாடு படறோம். புராஜக்ட் ஒர்க்குக்கு கையெழுத்து வாங்கப்போனா.... அனுசரிச்சிப்போனாதான் கையெ ழுத்துன்னு கட்டிப்பிடிக்கறாங்க. மிரட்டி மிரட்டியே தப்புத்தப்பா நடந்துக்கறாங்க. குறிப்பா துறைத் தலைவர் வீட்டில் பெரும்பாலும் அவர் மனைவி இருக்கமாட்டாங்க. அதனால் மகள் வயசு உள்ள மாணவிகளை எல்லாம் பலவந்தமா வீட்டுக்கு கூட்டிட்டுப்போய்.... விதவிதமா தன் ஆசையைத் தீர்த்துக்குவார்.

அழகான மாணவிகளைப் பார்த்தா எதையாவது சொல்லி... தங்கள் சபலத்தை தீர்த்துக்கறதில் இவங்க ரெண்டுபேருமே கில்லாடிங்க. போன வருசம் டூர் போனப்ப... இந்த மன்மதப் பேராசிரியர்கள் பல மாணவிகளைத் தனித்தனியா கூட்டிட்டுப்போய் அங்க இங்க தொட்டுத் தடவி... எல்லா அசிங்கமும் பண்ணி... செல்போன்லயும் படம்பிடிச்சாங்க. அதே போல் இப்ப வந்திருக்கும் பாதரும்.. அந்த விஷயத்தில் பிளேபாயா இருக்கார். படிக்கவரும் மாணவிகள் வாழ்க்கையில் இவர்கள் விளையாடுவது எந்த வகையில் நியாயம்? இவங்க அட்டூழி யம் நாளுக்கு நாள் அதி கரிச்சிக் கிட்டே இருக்கு. இவங்களை யாரு தட்டிக்கேட்கறது.?''’’ என குமுறி யவர்கள்....

""எங்களுக்கு மட்டும் இல்லை. திருவண்ணாமலை கடவுள் பெயரில் இருக்கும் அந்த கல்வி உலகத்தில் படிக்கும் மாணவிகளையும்... சில பேராசிரிய மிருகங்கள் வேட் டையாடிக்கிட்டு இருக்கு. என் தோழி ஒருத்தியை போனில் பேசச் சொல்றேன் அவ கிட்டயும் விசாரிங்க''’ என்றபடி அந்த மாணவியை செல்போன் லைனில் பிடித்துக்கொடுத்தனர்.

""எங்க கல்லூரியில் மகிழ்ச்சியானவரும்... அரச மோகனமானவரும் பேராசிரியரா இருக்காங்க. இவங்க மாணவிகளை பாலியல் ரீதியாய்ப் பாடாய்ப் படுத்திக்கிட்டு இருக்காங்க. அவங்க எந்த மாணவியைக் குறிவைக்கிறாங்களோ அவங்க.. இவங்க கூப்பிடற இடத்துக்கு வந்தாகணும். இல்லைன்னா... எல்லா வகையிலும் பழிவாங்கிடுவாங்க. சமீபத்தில்... நாங்க நெட்டை குட்டைன்னு பட்டப்பெயர் வச்சிக்கூப்பிடும் ரெண்டு மாணவிகளை அவங்க வற்புறுத்தி... பிச்சாவரத்துக்குக் கூட்டிட்டுப்போனாங்க. குட்டையான மாணவிக்கு தங்கமான பெயர். ஆள் சிவப்பா, கொஞ்சம் புஷ்டியா இருப்பா. அந்த நெட்டை மாணவிக்கோ ஒரு மிடுக்கான கவிஞரின் பெயர். ஆள் கருப்பா இருந்தாலும் வளர்ந்து வாட்டசாட்டமா இருப்பா. இவங்களை அங்க இருக்கும் விருந்தினர் மாளிகைக்கு கூட்டிட்டுப் போயிருக்காங்க. அப்ப ஒரு பேராசிரியர் தன் செல்போன்ல... ஒரு மாணவியை அங்க அங்கமா... படம் எடுக்க... அந்த மாணவி... என் வாழ்க்கையை ஏன் சார் வீணாக்கறீங்கன்னு அழுதிருக்கா. அவ அழுகையைப் பார்த்து பயந்துபோன அந்த பேராசிரியர்... சரி இதோ டெலிட் பண்ணிடறேன்னு அவ எதிர்லயே அழிச்சிருக்கார். அப்பவும் அந்தப் பொண்ணு... அழிச்சாலும் படத்தை ரெகவரி பண்ணமுடியும். எனக்கு எதிர்காலத்தில் பிரச்சினை வந்தா என்ன பண்றதுன்னு... கதற... "உனக்கு நிறைய மார்க் போடறேன். ஏன் கவலைப்படறே. இதை நானும் மறந்துடறேன், நீயும் மறந்துடு'ன்னு சொல்லியிருக்கார். பாடம் போதிக்கக்கூடிய புனிதமான தொழிலில் இருப்பவர்கள் செய்யக்கூடிய செய்கையா இது?''’என்றார் கொதிப்பாய்.

இவர்கள் சொன்ன தகவல்களைக் கேட்டு கலவரமான நாம்.. சிதம்பரத்தில் இருக்கும் அந்த எஸ்.ஐ.யைத் தொடர்பு கொண்டு... இது குறித்தெல்லாம் கேட்க...

""கல்விக்கூடங்கள் சமீபகாலமா காமக்கூடங்களா மாறிக்கிட்டு வருது. பிச்சாவரத்துக்கு போறதோட இதே சிதம்பரத்தில் இருக்கும் லாட்ஜ்களில் ரூம்போட்டும் மாணவிகளை இப்படிப் பட்ட பேராசிரியர்கள் வேட்டை யாடறாங்க. ஒரு தடவை நாங்க ரெய்டுக்குப் போனப்ப.... ஒரு லாட்ஜில் மாணவிகளோட தங்கியிருந்த பேராசிரி யரைக் கையும் களவுமா பிடிச்சோம். அந்த மாணவிகள்... வீட்டுக்குத் தெரிஞ்சா தற்கொலை பண்ணிக்குவோம்னு கதற அவங்களுக்கு புத்தி சொல்லி அனுப்பி வச்சோம். அந்தப் பேராசிரியருக்கு மட்டும் நாலு அறைகொடுத்து எச்சரிச்சோம். இதேபோல்.... இன்னொரு ரெய்டில் டி.டி.யில் ஒர்க் பண்ணும் 35 வயசு பேராசிரியை ஒருத்தர்... 19 வயசு மாணவ னோட மாட்டினாங்க. அந்தப் பேராசிரி யை இனி இப்படி செய்யமாட்டேன். என்னை விட்டுடுங்கன்னு காலில் விழுந்து கதறினாங்க.

பையனோ மேடம்தான் வற்புறுத்தி அழைச்சிக்கிட்டு வந்தாங்கன்னு கண்ணைக் கசக்கினான்.... அடக் கருமமேன்னு ரெண்டுபேரையும் துரத்திவிட்டோம். காலம் எப்படியெல்லாம் மாறிப்போச்சு பாருங்க'' என்று அதிரவைத்தார்.

குரூப் பாலிடிக்ஸ்! லீவு தர மறுப்பு! அரசு ஊழியர் பலி!

ஒரு அரசு ஊழியரின் மரணம் தலைமைச்செயலகத்தில் பலத்த அதிர்ச்சியை ஏற்படுத்திவிட்டது.

அந்த அதிர்ச்சியிலிருந்து இன்னமும் மீளமுடியாமல் தவிக்கிறார்கள் அவருடன் பணிபுரிந்த பணியாளர்கள். தமிழக அரசு செய்தித் துறையின் உதவி மக்கள் தொடர்பு அலுவலராக (ஏ.பி.ஆர்.ஓ.) தலைமைச்செயலகத்தில் பணிபுரிந்த வர் மோகனவேல். நேரம்காலம் பாராமல் உழைக் கக் கூடியவர். தனது மனைவி தீபவேணியுடன் சென்னை திருவல்லிக்கேணியில் கடும்காய்ச்சல், இருமல், தலைவலியுடன் அவஸ்தைப்பட்டுக் கொண்டிருந்த மோகனவேல், 9-ந் தேதி பொது மருத்துவமனையில் அட்மிட்டாக.... சிகிச்சைப் பலனளிக்காமல் இறந்து போனார். அவரை பன்றிக்காய்ச்சல் கடுமையாகத் தாக்கியிருந்தது.

சென்னை பொது மருத்துவமனையின் டீன் மோகனசுந்தரம்,’’""தனியார் மருத்துவமனையில் ட்ரீட்மெண்ட் எடுத்திருக்கிறார் மோகனவேல். பன்றிக்காய்ச்சல் என்று அங்கேயே உறுதி செய்யப்பட்டிருக்கிறது. நாங்கள் எவ்வளவோ முயன்றும் அவரை காப்பாற்ற முடிய வில்லை''’’என்கிறார். மருத்துவமனையில் விசாரித்த போது,’’ ""இங்கு வரும்போதே அவருக்கு பன்றிக்காய்ச்சல் கடுமையாகத் தாக்கியிருந்தது. எந்த ட்ரீட்மெண்டுக்கும் அவரது உடல் ஒத்துழைக்க வில்லை. ரொம்ப ரெஸ்ட் லெஸ்ஸாக அவர் இருந்தார். கடுமையான காய்ச்சல் இருந்துள்ள நிலையிலும் அவர் முறையான சிகிச்சையை எடுத்துக்கொள்ளத் தவறி யிருக்கிறார்'' என்கிறார்கள் டாக்டர்கள்.

மோகனவேலின் சக பணியாளர்கள் பலரும் மருத்துவமனையில் குவிந்து விட்டனர். மருத்துவமனையில் இருந்த மோகனவேலின் தந்தை பேராசிரியர் பழனிச்சாமி, "லீவு கொடுக்காம என் புள்ளையை சாகடிச்சிட்டாங்களே' என்று கதறியுள்ளார். பத்திரிகையாளர்களிடமும் இதே ஆதங்கத்தைக் கொட்டினார் பேராசிரியர் பழனிச்சாமி. நாம் பலமுறை அவரை தொடர்பு கொண்டபோது,’""நான் சடங்கில் இருக்கிறேன். இப்போதைக்கு நான் எதுவும் சொல்வதற் கில்லை''’’என்றே பதில் தந்தார்.

மோகனவேலின் மரணத்தை ஜீரணிக்க முடியாமல் இருக்கும் செய்தித்துறையின் பணியாளர்கள் பலரிடம் விசாரித்தபோது,’’""போன மாசமெல்லாம் ரொம்பவும் அவஸ்தைப்பட்ட மோகனவேல் சக்தி மருத்துவமனையில் ட்ரீட் மெண்டுக்கு போயிருக்கிறார். உடனடியாக அட்மிட் டாகுங்கள்’என்று சொல்லியிருக்கின்றனர். உடனே ஹாஸ்பிட்டலில் இருந்து ஆஃபிஸ் வந்ததும் அவர் எங்க டிபார்ட்மெண்ட் அதிகாரியிடம் 1-ந்தேதி முதல் 10-ந்தேதி வரை லீவ் வேண்டும்னு கேட்க, அப்போதும் கொடுக்கப்படவில்லை.

இதனால் கோபமாகிவிட்ட மோகனவேல் எங்களிடம்,’ "லீவு கொடுக்காம கொல்றாங்க'னு அழுதார். அதுக்கு நாங்க மெடிக்கல் லீவு போட்டுட வேண்டியதுதானேன்னு சொன்னோம். அப்போ மோகனவேல்,’ "மெடிக்கல் லீவு போடறேன்னு போன மாசமே சொன்னேன். அதுக்கு பி.ஆர்.ஓ.க்கள் ’லீவு போட்டா டிரான்ஸ்ஃபர் பண்ணிடுவோம்னு மிரட்டறாங்க. நான் என்னத்த பண்றது'ன்னு கதறினார்.

கடுமையான காய்ச்சலுடனேயே வேலை செய்துக்கிட்டிருந்த மோகனவேல் கடந்த 6-ந்தேதி ரத்தவாந்தி எடுத்து மயங்கிட்டாரு. உடனே முதலுதவிக்கு ஏற்பாடு செய்ய வேண்டிய எங்க டிபார்ட்மெண்ட் அதிகாரிங்க... அதைச் செய்யாம ஒரு ஆளை கூப்பிட்டு மோகனவேலை வீட்டுல கொண்டுபோய் விட்டுட்டு வந்திடுன்னு உத்தரவு போட்டாங்க. அதன்படி வீட்டுல விடப்பட்டார் மோகனவேல். அதன்பிறகே ஹாஸ்பிட்டலில் அட்மிட் ஆனார். சட்டப்படிப்பு உட்பட 4 எம்.ஏ.பட்டம் பெற்றவர் மோகனவேல். கடுமையான உழைப்பாளி. ஆனா அவரது உடல்நிலையை கருத்தில்கொண்டு லீவு தராம கொடூரமாக நடந்துக்கிட்டதால அநியாயமா ஒரு உயிர் போயிருக்கிறது. செய்தித் துறையில் குரூப் பாலிடிக்ஸ் ஏராளம். அதனால்தான் லீவு தரப்படவில்லை''’’என்கிறார்கள்.

லீவு தரவேண்டிய பொறுப்பில் இருப்பவர் செய்தித்துறையின் பி.ஆர்.ஓ.மேகவர்ணம். இது குறித்து அவரை நேரில் சந்தித்து கேட்டபோது,’’ ""லீவு தரவில்லையென்று சொல்வது பொய்யான குற்றச்சாட்டு. 3-ந்தேதி ஒரு லீவு லெட்டர் கொடுத்திருக்கிறார். அதில் தனக்கு 7-ந்தேதி முதல் 9-ந்தேதி வரையிலும் 13-ந்தேதியிலிருந்து 16-ந் தேதி வரையிலும் என 7 நாள் முதுகு வலி சிகிச்சைக்காக லீவ் கேட்டுள்ளார். நானும் 3-ந்தேதியே லீவ் சேங்ஷன் செய்துவிட்டேன்''’’என்று சொல்லி அதற்கான ஆதாரத்தைக் காட்டியவர்,’’ ""இவருக்கு பன்றிக்காய்ச்சல் வந்தது எப்படின்னு யாருக்கும் தெரியாது. லீவ் தரலைன்னா பன்றிக்காய்ச்சல் வருமா?ன்னும் எனக்கு தெரியாது.. சோகத்தில் இருப்பவங்க ஆதங்கத்தில் ஏதேனும் சொல்லியிருக்க லாம். அதனால இத பெரிசுப்படுத்தாதீங்க''’’என்றார்.

நாம் மேலும் செய்தித் துறையில் விசாரித்த போது,’’""ஆகஸ்ட் மாசம் ரெண்டாவது வாரத்திலிருந்தே கடுமையான காய்ச்சலில் இருந்தார்ங்கிறதும் அப்போதே லீவு கேட்டார்ங்கிறதும் டிபார்ட்மெண்ட்ல எல்லாத்துக்குமே தெரியும். அப்போதே லீவு கொடுத்திருந்தா... ஒரு உயிர் அநியாயமா போயிருக்காது. இன்னைக்கு அவர் செத்திட்ட பின்னால எல்லா சமாளிப்புகளும் பண்றாங்க. ஸ்ரீ சாரதா நிகேதன் என்ற ஆசிரமத்தை அமைத்து காரைக்குடியில் மகளிர் கல்லூரி நடத்திவரும் ஆத்மா னந்தா.. தற்போது தனது கல்வி அறக் கட்டளை மூலம் சேலம் கணவாய் புதூரிலும் 100 ஏக்கர் பரப்பளவில் மிகப்பிரமாண்டமான... கலை மற்றும் அறிவியல் மகளிர் கல்லூரியை அமைத்து வருகிறார். சென்னையில் அனாதை ஆசிரமத்தையும் நடத்தி வருகிறார். சிறந்த ஆன்மீக சொற் பொழிவாளராகவும் திகழும்... 70 வயதைக் கடந்த இந்த ஆத்மானந் தாதான் தற்போது குற்றச்சாட்டுச் சூறாவளியில் சிக்கியிருக்கிறார். இவர் இலங்கை அக திப் பெண்பிள்ளைகளை படிக்க வைத்தது குறித்த கட்டுரை யை 2009-ஜூலை 29 தேதியிட்ட நக்கீரன் இதழிலேயே நாம் எழுதியிருக்கிறோம் என்பது குறிப்பிடத்தக்கது. இப்படிப்பட்ட ஆத்மானந்தா மீதுதான் பகீரூட்டும் புகார்களை அடுக்குகிறார் சிவசொரூபானந்தா.

இந்த நிலையில்... அவரது ஆசிரமத்தில் அவரோடு பலகாலம் இருந்த சிவப்பிரியானந்தா என்ற சந்நியாசி.... ஆத்மானந்தாவின் மறுபக்கம் குறித்து என்னிடம் விவரித்தார். முதலில் நான் நம்பவில்லை. ஆனால் அவர் காட்டிய சில ஆதா ரங்களைப் பார்த்த பிறகு... அவரைக் கூர்மையாகக் கண்காணித்த போது... சிவப்பிரியானந்தா சொன்னது அத்தனையும் உண்மைதான் என்பதைப் புரிந்துகொண்டேன். மோசடி சாமியா ரான ஆத்மானந்தாவை திருத்த முயன்று தோற்றுப்போன சிவப்பிரியானந்தா... என்னிடம் அம்பலப்படுத்தியது போல்... தமிழகத்தில் இருக்கும் அத்தனை ராமகிருஷ்ணா மடங்களிட மும்.. இந்து அமைப்புகளிடமும் ஆத்மானந்தாவின் அத்தனை ஏடாகூடங்களையும் பகிரங்கப்படுத்தி... என்னை ஆத்மானந்தா கொலை பண்ணிவிடுவதாக மிரட்டுகிறார். ஏற்கனவே அவர் கொலைகளை தைரியமாகச் செய்தவர் என்ற முறையில் என்னையும் அவர் கொல்ல லாம். அப்படி என்னைக் கொன்றால்... என் சாவுக்கு அவர்தான் காரணம் என்று அவரை உள்ளே தள்ள முயற்சி பண்ணுங்கள்' என்று கேட்டுக்கொண்டார்.

அப்படி கேட்டுக்கொண்ட சிவப்பிரியானந்தாவை கடந்த 15 நாட்களாகத் தொடர்புகொள்ள முடியவில்லை. அடிக்கடி லைனில் வந்துபேசும் அவரும் என்னைத் தொடர்புகொள்ளவில்லை. எனவே... ஆத்மானந்தா அவரை ஏதாவது செய்திருக்கலாமோ என்று அஞ்சுகிறேன். ஆத்மா னந்தாவால் சிவப்பிரியானந்தாவுக்கு ஏதாவது விபரீதம் உண்டாகியிருக்கலாம்''‘ என்றார் பதட்டமும் கவலையுமாக.

ஆத்மானந்தாவின் இதுபோன்ற நடத்தைகளைப் பார்த்த சீனியர் சாமியாரான நித்யானந்தா என்ற பெரியவர் ஆத்மானந்தாவைக் கண்டிச்சிக்கிட்டே இருந்தார். இந்த நிலையில்தான் எனக்கு ஆத்மானந்தாவோடு நட்பு ஏற்பட்டது. அப்ப என்னை லட்சத்தீவுக் கூட்டத்தில் ஒன்றான அன்ரோத் தீவுக்குப் போய்... நான் எழுதிக்கொடுக்குற மருந்துகளை வாங்கிட்டு வான்னு என்னை அனுப்பினார். அந்த மருந்துகளில் ஒண்ணு கரும் பச்சையாகவும் இன்னொன்னு கருப்பாகவும் இருந்தது. அதைக்கொடுத்த ஆதிவாசிகள்.. இது ஆளை மெல்ல மெல்லக் கொல்லும் விஷமாச்சே... இதை எதுக்கு வாங்கறீங்கன்னு கேட்டாங்க. சாமியார் எதற்காகவோ வாங்கச்சொன் னார்னு சொல்லிட்டு வந்தேன். அது அந்த சீனியர் நித்யானந்தாவுக் காகன்னு அப்ப எனக்குத் தெரியாது. இந்த மருந்தைக்கொடுத்துக் கொன்னா... உடம்பில் விஷத்துக்கான எவிடன்ஸ்கூட இருக்காதாம்.

அந்த மருந்தை அவர் நித்யானந்தாவுக்கு சாப்பாட்டில் கலந்து கொடுத்ததையும் அதில் அந்த நித்யானந்தா... மனநிலைகெட்டு முடங்கிப் போனதாவும் பின்னால் தெரிஞ்சிக்கிட்டேன். இதேபோல் ஆத்மானந்தாவின் விசுவாச பக்தரான வேதாரண்யம் சுப்பிரமணியம் என்ற சீடர்... ஒரு இல்லீகல் பிரச்சினையில் மாட்டி ஆறுதல் தேடி இவர்கிட்ட வந்தார். ஆத்மானந்தாவோ... அபயம் தேடிவந்த சுப்பிரமணியை தன் உறவினரான தங்கவேல் என்கிற ஜனேஸ்வரானந்தாவைக் கொண்டு மிரட்டி... சொத்துக்களை எழுதி வாங்கிக்கிட்டு கொலை பண்ணிட்டார்'' என்றார் அழுத்தமாய்.

'My boss raped me for 2 years'By: Imran GowharDate: 2010-09-07Place: BangaloreVictim alleges that the rapist threatened to publish her nude photographs on the Internet if she told anyone

Manager at an MNC has alleged rape and sexual exploitation against her boss who is blackmailing her with video footage to exploit her for the past two years.

The victim, Rekha MC (name changed), working in Sandalwood Consultation Private Limited situated a few yards away from the city police commissioner's office has said that she suffered the harassment silently for two years until her family (who recently came to know about this), advised her to approach the police.

The accused, after allegedly raping Rekha, threatened to kill her husband if she complained to the office management.

Rekha said that she had joined the company as manager, legal finance in October 2008 and started working under MD Pratap S Konda, and CFO, Ajay Jalan.

"Right from day one, Jalan used to pass lewd comments and make me stay at office even after office hours.

Initially I used to ignore his comments, but when he started commenting on my sexual life, I got offended and objected to it," said Rekha. "He got wild and threatened to sack me, so I kept silent," she said in her complaint.

"On October 24, 2008, Jalan asked me to stay back on the pretext of having a meeting.

When all the staff including the office boys left office, he called me to the chamber of the managing partner to check some water leakage. He pounced on me as soon as I entered the chamber and raped me.

I tried to resist but he overpowered me. I raised an alarm for help, but since the chamber was soundproof, my voice could not reach outside the office," she added.

"After ruining my life, Jalan fell to my feet apologising, and said he that he was sorry.

When I told him that I will complain to the management, he threatened to kill my husband. He also said that he had friends in high places, and no one could harm him in any way," she said.

A scared Rekha, decided to keep it as a secret and returned home on that night in an auto rickshaw to return to work the next day.

"Jalan started to use me physically and used to take me to various places including hotels and to his house to have physical relationship.

He had taken videos and pictures of me in the nude, and threatened that he would leak them on the Internet," Rekha said adding that she never revealed this to her family.

However when it continued, Rekha mustered courage to inform her family and her husband after two years , who decided to approach the police.

The Cubbon Park police have registered a case on September 5, and are investigating. "We are looking for the accused for questioning," said a police officer.

MN Sreehari, who teaches civil engineering at post-graduate level at RV College of Engineering, said, "Generally, Indians are very sincere and hardworking while Americans enjoy their days off and do better when they work in teams.

Indians, on the other hand, do better individually." He added, "But Indians working abroad are doing better in life, I worry about outsourcing becoming a bigger problem."

Shweta Sastri, executive director, Canadian International School, said, "I think hard work is ingrained into our mentality.

Indians, on the whole, face more competition unlike American kids. I believe that it is more about the mindset."

Professor Thimappah, a psychologist and former VC of Bangalore University, said, "It is gratifying to know President Obama thinks that, but I believe it's a little more than hard work.

Americans have more money, when they need something they just call for it. So they are intellectually lazy."

Call for national policy to evaluate purifiers

Pune: The Pune-based National Institute of Virology (NIV),which tested drinking water purifiers,used Hepatitis E virus (HEV) as a model to evaluate the purifiers.The study was conducted by senior deputy director and head of NIVs hepatitis division Vidya Arankalle and scientist Vikram Verma.The Indian Council of Medical Research (ICMR),the ministry of health and family welfare,extended financial support to the study conducted by NIV scientists.
The purifiers tested included those using activated carbon filters,ceramic candle filters,sediment filters,iodine resin gravity filters,polyester filters,ultraviolet irradiation,reverse osmosis and hollow fibre membrane filters.These features were either employed singly or in a combination.
The purifiers were evaluated using Hepatitis E virus (HEV) as a model.The viral log reduction value (LRV) the capacity to eliminate viruses was calculated for each purifier.
The log reduction value (LRV) is the difference in the amount of virus particles between raw water (spiked with HEV) and purified water, said Verma.The USEPA criterion for reduction of viruses is 4.0 log.This means that if there are 10,000 particles in the water going to be processed,there should be no viral particles after purification.
We evaluated one purifier of each brand.The batchto-batch or unit-to-unit variation was not evaluated.However,even with this limitation,the results indicated that six of the eight purifiers tested did not conform to USEPA standards.The purifiers did not remove the viruses completely, said Arankalle.
We need a national policy for the evaluation of such purifiers by the regulatory authorities and at the factory level.This will ensure availability of quality domestic water purifiers, she said.
According to Arankalle,viruses remain longer than bacteria in water.In India,the standard to evaluate the microbial performance of a purifier is for the device to provide bacteria-free water from water in which a fixed amount of Escherichia coli bacteria has been added.However,it is unsafe to rely only on bacteriological standards to assess the virological quality of water.Virological standards should be established immediately, she said.
The Bureau of Indian Standards (BIS),which looks into the standardisation,certification and quality of purifiers,has already appointed a committee to look into the NIV report.
The first sectional meeting on water purification equipment was held at the BIS on April 28 this year.The committee discussed the nittygritty involved in formulating a regulation regarding the quality of water purifiers.We have also formed sub-committees to look into the bacteriological and microbiological aspects of water purifiers, said Pawan Labhshetwar,who is heading the committee formed by BIS on water purification equipment.
The meeting was attended by representatives from NIV,NEERI,Chennai;Eureka Forbes,Bangalore and Dehradun;Unilever R&D,Bangalore;Ion Exchange and Whirlpool India,Faridabad.The next meeting will be held in October.
When contacted,K V Thomas,Union minister of state for agriculture,consumer affairs,food and public distribution,told TOI that the upgradation of existing standards was on the anvil.We need to address the upgradation issue urgently.I will ask the BIS to speed up the process, he said.
While NIV did not reveal to TOI brands of the water purifiers it tested,Hindustan Unilever Ltd insisted that their purifier,Pureit,met all standards.Vikram Surendran,general manager (water ),Hindustan Unilever,said,Pureit meets the germ removal criteria of the Environmental Protection Agency (EPA),the toughest drinking water regulatory agency in the US.The EPA standard requires a 4.0 log reduction value with respect to virus removal and Pureit meets the same.It is pertinent to clarify that Pureit also removes enteric viruses from water,including the Hepatitis A and Hepatitis E viruses.
The study by NIV in fact identifies Pureit as the device which meets US standards, he said.
Eureka Forbes Limited (EFL),which manufactures water purifier Aquaguard,differed on the methods adopted by the NIV for its study.Marzin R Shroff,CEO (direct sales) and senior vice-president (marketing),said,The real time-polymerase chain reaction (RT-PCR ) method used in this specific study has been declared unreliable in citations by the global research community for measuring the virus inactivation efficacy of UV-based products,because the method is known to give false positives and is also not approved by global regulatory authorities like the USEPA.
Raman Venkatesh,EFLs senior vice-president (technology ),said,The NIV study does not cite whether the flow rates of products tested are in compliance with the design or rated flow rates,as that will have a great impact on the contact time and dosage of UV-based products,which will impact disinfection efficacy.
Commenting on EFLs objection to the method used in the evaluation,Verma said,The methodology used in the virological evaluation of water purifiers was recently published in UK-based journal,Tropical Medicine and International Health,after a thorough review.This peer-reviewed journal had been in the public domain for the last one year.If the methodology was unreliable,it would not have found a place in such a prestigious journal.
Verma further said,We have amplified the complete genome of the virus present in the purified water samples and this is sufficient to prove the infectivity of the virus.We have also taken proper measures to rule out any false positive results with the help of the RT-PCR technique.

Budget for AIDS control cut by 100 cr

New Delhi: Claiming that India has a low prevalence of AIDS with 99.69% population uninfected by the disease,the Centre has reduced the HIV related budget by Rs 100 crores,from Rs 1,030.87 crore in 2008-09 to Rs 924.1 crore in 2009-10.
Informing the Supreme Court in an affidavit about this decision,the National AIDS Control Organisation (NACO) said that the low prevalence of HIV has also prompted the government to focus more on preventing new infections in high risk groups and general population rather than on care and treatment of the existing patients.In the year 2008-09,a total of Rs 1,030.87 crore was spent on HIV related activities out of which Rs 239.59 crore (23.3%) was used on Care,Support and Treatment (CST).In 2009-10,of a total of Rs 924.1 crore,the expenses incurred on account of CST was Rs 254.79 crore (23.6%),NACO said.
The lowering of the budget was due to reduction in grants from the Global Fund for Care,Support and Treatment (GFCST ).It said: NACO had submitted a proposal of $530 million to GFCST.However,of these,only $420 million have been approved for the period of six years (April 2010 to March 2016).The entire CST budget is funded by grants received from the Global Fund.
With resources limited by fund crunch,NACO said that it was focussing more on giving first line Anti-Retroviral (ART) treatment than the second line ART needed for a small number of serious patients.
Refusing second line ART to patients who had got their first line treatment from private hospitals,NACO said: The government has been of the considered view that the immediate priority must be the expansion and strengthening of first line treatment.In case of HIV treatment,for the cost of one second line ART,six patients can be put on first line ART and 25 persons can be treated for tuberculosis. Giving hope to lakhs of patients,NACO said if the first line treatment was properly administered,then a person can be kept on the same treatment for 8 to 10 years.

Low marks no reason to deny edu loans: HC

Chennai: Coming to the rescue of a dalit boy who was denied educational loan because he had scored less than 45% marks,the Madras high court has said it was unfortunate that banks were inventing reasons to deny loans to students.
Justice D Hariparanthaman,directing the State Bank of Travancore to extend educational loan to S Maran,who joined the SKR Engineering College at Poonamallee in 2008,said that had such an attitude been adopted earlier,even the architect of the Constitution,Dr B R Ambedkar,could not have pursued his higher education.
Maran,a first-generation engineering student,joined the college in 2008 and paid his first year tuition fee with great difficulty,as he was not aware of the educational loan scheme.However,in 2009-10,he applied for a loan but never got any response from the bank.He had to borrow loan from private people.He then approached the high court against the denial of loan.
The bank,in its counter-affidavit,said that the boy was not eligible for educational loan as he had scored less than 45 per cent marks,which was the cut off for availing the loan.It also quoted a circular,issued on June 1,2008,on the basis of a Model Educational Loan Scheme of the Indian Banks Association.
Justice Hariparanthaman,noting that the very purpose of the educational loan scheme would be defeated by such an approach,said: If such an attitude was adopted,even Dr B R Ambedkar could not have gone for higher education.He had obtained only Rs 287 marks out of 750 in the matriculation examination.The king of Baroda was kind enough to extend financial assistance to him.
The intention behind the welfare scheme was to provide financial assistance to weaker sections of the society,he said,adding,It is unfortunate that the bank is denying the facility (to students) citing one reason or the other.
If such an argument of the bank is accepted,in Tamil Nadu,except the general category students,no other student would get educational loans,Justice Hariparanthaman said.The government has prescribed just 35 per cent as eligibility criterion for SC/ST students admission in professional courses,he pointed out.He then directed the bank to sanction the loan within four weeks,and asked the college to reimburse the fee paid by the boy for his second year.

Communist Cuba plans to lay off half a million

Mexico City: In perhaps the clearest sign yet that economic change is gathering pace in Cuba,the government plans to lay off more than half a million people from the public sector in the expectation that they will move into private businesses,Cubas labor federation said on Monday.
Over the past several months,President Ral Castro has given stern warnings that Cubas economy needs a radical overhaul,beginning with its workers.With as many as one million excess employees on the state payroll,Castro has said,the government is supporting a bloated bureaucracy that has sapped motivation and long sheltered a huge swath of the nations workers.We have to erase forever the notion that Cuba is the only country in the world where one can live without working, he told the National Assembly last month.
Since permanently taking over from his brother Fidel two years ago,Castro has often pledged to make Cubas centralized,Soviet-style economy more efficient and open up opportunities for people.The government has handed tens of thousands of acres of state-held farmland to private farmers and begun freeing up a market for agricultural supplies.It has loosened restrictions on cellphones and other electronics,and created a few areas for private business,allowing barbers shops to become cooperatives and giving more licenses to private taxi drivers.
But these initial reforms have been comparatively limited,many analysts contend,and Cubas economy grappling with the fallout from the global financial crisis and the aftermath of hurricanes in 2008 appears to be in dire shape.Tourism revenues have flagged,the country has faced rice shortages and its sugar crop has been disastrous.
Last year,as the government tried to hold onto desperately needed hard currency,imports fell by 37%.Whats stunning is that they put a date and they put a number on it 500,000, said Philip Peters,who follows Cuba for the Lexington Institute.Its a very substantial decision, he added.Its a major shift towards a larger private sector in a socialist economy. SC move to appoint local CJs breach of convention: Judges

New Delhi: Former CJIs and sitting Chief Justices of various high courts have frowned upon the reported recommendation of the Supreme Court Collegium headed by CJI S H Kapadia to post local judges as CJs of HCs in clear breach of a long standing unwritten code against such appointments.
The CJI Kapadia-headed Collegium is reported to have recommended appointment of Justice Nisar Ahmad Kakru,present CJ of the Andhra Pradesh HC,as the next CJ of Jammu and Kashmir HC and Justice Aftab Hussain Saikia,present CJ of the J&K HC,as the next CJ of Gauhati HC.While Justice Kakru belongs to J&K,Assam is the home state of Justice Saikia.
Law minister Veerappa Moily said he had not yet received any recommendation of the SC Collegium in this regard.Though he refused to comment on the situation arising out of the breach of the unwritten code,it surely is going to be discussed hotly within the government,which had in the past stood firm by the custom and precedent of no home state posting for CJs of HCs.
The code not to appoint a home state judge as the CJ of the HC was evolved decades ago at a conference of CJs and chief ministers.It was felt that CJs of the HCs,who play an important role in the selection and appointment of judges to the HCs,should be from outside the state to maintain purity of the process and not give in to pressures and demands of local lobbies.
At one point of time there were appointments to the Andhra Pradesh HC from one particular community.Though attempts were made during Justice B N Kirpals tenure as CJI to change the unwritten code of outsider CJs for HCs,the conference of CMs and CJs did not agree on any dilution, said a former CJI.
Another ex-CJI said that this surely would lead to resentment among many sitting CJs,which TOI found to be true after contacting some of them,astheir request for similar home transfers were earlier rejected.
The law ministry,however,confirmed receiving the Collegiums recommendation for transfer of 12 judges of high courts to other states in public interest as there had been some complaint or irregularity alleged by Bar Associations against them.This is in consonance with CJI Kapadias public stand that corruption and irregularities within the judiciary would not be tolerated.

In a scathing indictment of the current system of judicial appointments,former Delhi high court Chief Justice A P Shah on Tuesday said the collegium system was not transparent and contrary to democratic principles.He was speaking at the annual convention of the Central Information Commission.Shah who is best remembered for his ruling bringing the office of Chief Justice of India within the ambit of the RTI Act,said,The present system of judicial appointments in constitutional courts exemplifies the misalignment between the core values of judicial independence and accountability. New Delhi: Politics,it would appear,brings out the generosity in people who are bankrolling our political parties with voluntary contributions.So much so that the Congress has succeeded in raising funds to the tune of Rs 598 crore in two years alone through sale of coupons.
Sale of coupons,a euphemism for donations,has also added Rs 50 crore to the coffers of the NCP over the same period.The BJP too sourced its funds mainly from voluntary donations,which amounted to Rs 297.7 crore,while the BSP was able to drum up Rs 202.94 crore in contributions.Data relating to income tax returns and assessments of political parties for 2007-2008 and 2008-2009 was analysed by the Association of Democratic Reforms and National Election Watch.The information was disclosed under RTI after an order to that effect by the CIC.Other major sources of income for the parties analysed for 2007-08 and 2008-09 were levyfor CPM,Rs 46 crore,and interest on income.
The major expenditure of the Congress party was on elections Rs 215 crore while on publicity it spent about Rs 58 crore.The party also distributed aid worth Rs 56 crore.
The BJP spent the largest chunk of its funds or Rs 89.16 crore on advertising and publicity while the BSP made purchases worth Rs 85 crore of immovable properties.
During the period,the Congress has declared the maximum aggregate income of Rs 718 crore followed by the BJP,which has declared assets worth Rs 344 crore and the BSP Rs 252 crore.
Mayawatis BSP has shown the maximum growth in terms of total income from Rs 69.74 crore in 2007-08 to Rs 182 crore in 2008-09,which is nearly 161%,while the NCP shows a growth of 130% followed by the Congress,which shows an increment of 125%.The CPI is the only party whose income dipped during the period.From Rs 1.24 crore in 2007-08,the income of the party has dipped to Rs 1.16 crore in 2008-09.

Former bank manager gets 4-yr jail for fraud

Chennai: Additional special judge for CBI cases,Chennai,S Manoharan on Monday convicted three persons including a dismissed manager of Central Bank of India in a bank fraud case.The former bank manager,V Pattabiraman,was sentenced to four years RI and asked to pay a fine of Rs 2.4 lakh.The economic offences wing of CBI registered a case against then Central Bank of India branch manager Pattabiraman,proprietor of Maharaja Forest Products VMS Haji Mohammed and a private agent,S Thillai Selvan,following a complaint of misappropriation of bank funds.The case was registered in March,2002 following a complaint alleging that Pattabiraman along with the two others forged documents and securities in order to release credit facilities in favour of Southern Timber Traders for business in timber and defrauded the bank to the tune of Rs 225.51 lakh.
EOW filed the chargesheet after investigation in December 2002 and the trial court convicted all the three accused on Monday.VMS Haji Mohammed has also been sentenced to four years rigorous imprisonment and fined Rs 11 lakh.The third accused,Thillai Selvan,was sentenced to one year RI.

63K abortions in TN in 2008,next only to UP

New Delhi: First the good news: The number of medical termination of pregnancies (induced abortions) has started to dip in India.The bad news,however,is that the country still records a large number of such abortions in 2008,India saw 6.41 lakh abortions across 12,510 institutions approved to carry out MTP.
According to the Family Welfare Statistics in India 2009,brought out by the Union health ministry,India recorded 7.25 lakh MTPs in 2005,7.21 lakh in 2006 and 6.82 lakh in 2007.
According to the 2008 figures,the latest compiled data,Uttar Pradesh recorded the highest number of MTPs (89,194),followed by Tamil Nadu (63,875),Orissa (59,945),Assam (58,409) and Maharashtra (54,545).Other states with high abortion numbers include West Bengal (46,753),Haryana (31,126),Delhi (30,846),Rajasthan (29,292),Gujarat (27,837) and Bihar (24,149).
While Punjab recorded 14,834 abortions,the Union Territory of Chandigarh recorded 1,162.Madhya Pradesh had 19,385 MTPs,Kerala 14,227 and Karnataka 17,500.The states/UTs with the lowest abortion figures included Daman and Diu (42),Andaman and Nicobar Islands (94) and Goa (930).

No domestic standards for honey

New Delhi: Most honey brands being sold in the country contain varying amounts of antibiotics,according to a study carried out by the Centre for Science and Environment.
Antibiotics are widely used by beekeepers to prevent diseases in their bee colonies.In 1965,an Italian bee species was introduced in India by the Punjab Agriculture University since they were docile and had a much better yield.However,the bees also turned out to be much more delicate and vulnerable to disease.
CSE director Sunita Narain said that since there were no domestic standards,no monitoring was being carried out.Honey meant for international markets,meanwhile,goes through stringent checks.
Oxytetracycline,an antibiotic,is also widely being used by keepers to get queen bees to lay more eggs.While there are no checks prescribed for antibiotics in honey,when we procure our stock we are not going to know whether it contains the drugs.The industry has been aware of the problem for the past several years.Most big industries are not concerned with manufacturing and only sell packaged honey.It is only a question of knowing the areas where such methods of bee-rearing are not used, said Nitin Malhotra,general manager,Hitkari Pharmacy,manufacturers of Hitkari Honey.

Dalits werent allowed even to sing film songs in public

Dharapuram: Revenue and police officials on Wednesday directed caste Hindus of N Kumarapalayam village,near Dharapuram in Tirupur district,to remove two fences they had erected to prevent dalits from using public roads.Revenue divisional officer M Ali Akbar,tahsildar Samiyappan and deputy superintendent of police Manthramoorthy reached the village with a heavy posse of police personnel and warned the caste Hindus of severe action if they refused to remove the fences.Fearing arrest,about 50 caste Hindus came forward and removed the fences.They also gave an assurance to the authorities that nobody from the village would resort to such acts in the future.
According to Maran,60,people from the dalit hamlet had been using the roads for over 25 years despite attempts by the caste Hindus to obstruct their movement.
The caste Hindus also tried to prevent the dalits from singing film songs in public places and using bicycles,alleged Murugesan,45,a coolie from the same hamlet.
RDO Akbar said police and revenue officials would step up vigil in the village to prevent any altercation.The roads will continue to be open for all and any attempt to use them as symbols of untouchability will be resisted, he said.

Two elders burnt alive in Andhra Pradesh for sorcery

Choutuppal (Nalgonda): Two senior citizens were burnt alive by a mob of 60 in Kaithapuram village hardly 28 km from L B Nagar in Hyderabad in Choutuppal mandal in Nalgonda district on Wednesday.The charges against the duo was that they were performing black magic on the villagers.One of the persons burnt was a Dalit and the other belonged to the backward caste.
Led by a brigade of 50 women,the mob dragged the two persons Yellaiah (70) and Narasimhaiah (65) to a hillock in the village.The angry mob tied the hands and legs of the duo,thrashed them before pouring kerosene on them.Later,they burnt them alive even as bystanders and others let out victory cry.
Sources said the flashpoint came three days ago when some women allegedly saw Yellaiah performing black magic in the outskirts of the village.It was then they decided to kill him and Narasimhaiah.It was a well-planned attack, a source said.The frail looking elders didnt offer much resistance when they were beaten up and later burnt alive,it was later known.
The villagers believe that the recent bout of fever that hit the village was the handiwork of the duo.They even believe that Yellaiah was responsible for the death of a village boy in a road accident in Ranga Reddy district a month ago, sources added.
The villagers first took Narasimhaiah from his home.Later,they took Yellaiah from a crushing unit where he worked and tied them with ropes.Both were beaten up black and blue as the possessed women heaped invectives for causing misery to their families, sources said.The women insisted that they be taught a lesson.It was the women who claimed that they were behind the killing of the black magicperforming-duo, sources said.
Narasimhaiah was a shepherd.Sources said Yellaiah,a Dalit,was beaten up and warned against performing witchcraft some seven years ago.District SP Rajesh Kumar said a case under Section 302 of IPC has been slapped against all the accused.A case under subsections 2 and 5 of the SC/ST Atrocities Act has also been filed, he said.

Chennai: Pressure from political parties,religious sentiments and fear of revenue loss have come in the way of the authorities removing unauthorised religious structures,even as some of such structures are being administered by the governments own Hindu Religious and Charitable Endowments department.
On Tuesday,a Supreme Court bench headed by Justice Dalveer Bhandari granted two weeks time to states to file their responses on the issue.It was submitted before the court that Tamil Nadu has the largest number of 77,450 unauthorised religious structures,followed by Rajasthan (58,253) and Gujarat (15,000).Some temples administered by HR&CE and found to be in public place have been removed or relocated.But we find it difficult to remove some temples as they have become a major revenue earner.The temple at Luz Corner,right on the platform,is an example, said an official of the department.
According to M Ravi,additional police commissioner (traffic ),The traffic police has identified 23 such structures and recommended the corporation to relocate them as they cause hindrance to free movement of traffic.So far 10 such structures across the city have been removed, he said.
Some small structures like the one on Venkatakrishna Road in Mandaveli was removed recently without much opposition.In another case,despite the Madras high court ruling in favour of the petitioner seeking to remove a structure at the entrance of the court,the corporation has not taken any action following opposition from a section of lawyers.The structure near the HC has,among other idols and photos,a picture of M G Ramachandran.Some religious structures have also come up at autorickhsaw stands causing hindrance to traffic movement.These structures are patronised by the auto drivers with political and police connections.While the corporation has demolished several unauthorised temples,HR&CE officials are of the opinion that they should be relocated.

All major brands of honey contain antibiotics: Study

New Delhi: If you have been giving your kids honey bought from the market in the hope that it will help boost immunity and fight bacterial infections,this could come as a shock.According to a study carried out by the Centre for Science and Environment,most honey brands being sold in the country contain varying amounts of antibiotics and their consumption over a prolonged period of time could induce resistance to antibiotics,lead to bloodrelated disorders and injury to the liver.
CSE said the study busts the myth that commercially produced honey was a natural and pure product.For the study,12 samples were picked in Delhi,all well known brands including one each from Australia and Switzerland.Other than a single brand,Hitkari Honey,all were found to contain multiple antibiotics.Ironically,while there are no standards for antibiotics in India,the honey samples would have failed the standards that have been set for export by the Export Inspection Council.

14 பேரின் கருணை மனு: ஜனாதிபதி ஏற்பு- மரண தண்டனை ஆயுளாக குறைப்பு

டெல்லி: 14 பேரின் கருணை மனுக்களை ஏற்று அவர்களுக்கு விதிக்கப்பட்ட மரண தண்டனையை ஆயுள் தண்டனையாகக் குறைத்துள்ளார் ஜனாதிபதி பிரதீபா பாட்டீல். இதனால் நாடாளுமன்றத் தாக்குதல் வழக்கில் மரண தண்டனை விதிக்கப்பட்ட அப்சல் குருவின் தண்டனையும் இதேபோல குறைக்கப்படுமோ என்ற சந்தேகம் எழுந்துள்ளது.

கடந்த 2 மாதங்களில் இந்த 14 பேரின் கருணை மனுக்களை ஏற்றுள்ளார் பிரதீபா.

இதில், தனிப்பட்ட விரோதம் காரணமாக 17 பேரை கொன்ற பியாரா சிங் மற்றும் அவரின் மூன்று மகன்களான சரப்ஜித் சிங், சத்னாம் சிங், குருதேவ் சிங் ஆகியோரும் அடக்கம். இவர்களின் கருணை மனுக்கள் 1991ம் ஆண்டு முதல் நிலுவையில் இருந்தன என்பது குறிப்பிடத்தக்கது.

அதேபோல் சொத்தை அபகரிப்பதற்காக தனது மாமா, அவரின் மூன்று சிறிய குழந்தைகள் உட்பட ஐந்து பேரை ஒட்டு மொத்தமாக கொன்ற தமிழகத்தைச் சேர்ந்த கோவிந்தசாமி என்பவரின் மரண தண்டனையும் ஆயுள் தண்டனையாக குறைக்கப்பட்டுள்ளது.

மேலும் உத்தரப் பிரதேசத்தில் வீடு புகுந்து மூன்று பேரைக் கொன்று, அவர்களின் தலையை துண்டித்து ஊர்வலமாக கொண்டு சென்றதோடு, பத்து வயது சிறுவனை சுட்டுக் கொன்று, அவனது உடலை தீயில் வீசிய செரோம், ஷியாம் மனோகர் மற்றும் 4 பேரின் மரண தண்டனையும் ஆயுள் தண்டனையாகக் குறைக்கப்பட்டுள்ளது.

மத்திய உள்துறை அமைச்சகம் அளித்த மறு ஆய்வு அறிக்கையின் அடிப்படையில், இவர்களின் தண்டனையை ஜனாதிபதி குறைத்துள்ளார்.

இது குறித்து உள்துறை அமைச்சகம் அளித்துள்ள விளக்க அறிக்கையில், இந்தக் கொலைகாரர்களின் மரண தண்டனையை ஆயுள் தண்டனையாக குறைக்கப்பட்டாலும் அவர்கள் சாகும் வரை சிறையில் தான் இருக்க வேண்டும். பரோலில் அவர்களை ஒருபோதும் விடுவிக்கக் கூடாது என்று கூறப்பட்டுள்ளது.

இந்த 14 பேரின் தண்டனை குறைக்கப்பட்டதற்கு பல தரப்பிலும் எதிர்ப்பு கிளம்பியுள்ளது.

நாடாளுமன்றத் தாக்குதல் வழக்கில் மரண தண்டனை விதிக்கப்பட்ட அப்சல் குருவின் தண்டனையும் இதேபோல குறைக்கப்படுமோ என்ற சந்தேகமும் எழுந்துள்ளது. அதற்கு முன்னோட்டமாகவே இந்த தண்டனைக் குறைப்பை ஜனாதிபதி அறிவித்துள்ளாரோ என்ற சந்தேகமும் பரவியுள்ளது.
