Is the Congress Muslim support base shaken? The fact that despite its alliance with the BJP, the Muslims in Bihar voted overwhelmingly in favour of Nitish Kumar-led JD(U) has created a major flutter within the party.

With five states going to the polls in 2011, and where the Muslim vote bank will be critical for the Congress, the party is now desperately looking around for a strategy to regain its traditional vote bank.

The five states going to the polls next year include, West Bengal, Assam, Tamil Nadu, Kerala and Puducheri. If the Bihar trend continues, the Congress leaders apprehend it could affect their fortune in the 2012 UP assembly polls, where Muslims could be the major swing factor in nearly 64 assembly constituencies.

The Bihar election results in which Congress contested all 243 assembly berths and managed to win only four has delivered a body blow to the party.

A relentless campaign by the big

three – Prime Minister, Dr Manmohan Singh, Congress president Mrs Sonia Gandhi and AICC general secretary, Mr Rahul Gandhi proved futile in the end. The party was stunned, when it found its Muslim support base had shifted to the Nitish Kumar led Janata Dal (United) and Bharatiya Janata Party.

With five states going to the polls next year an introspection has begun within the Congress. The party is desperately seeking a formula to retain its Muslim vote bank. “If the trend continues, then it is a cause of concern,” a senior Congress leader said.

Take West Bengal. The Congress’ grip over the minority vote bank had loosened thirty years ago when the reds captured the state. Now with the Trinamul Congress poised to oust the Marxists from the state, the major chunk of the 27 per cent of minority community vote bank has shifted to Mamata Banerjee’s Trinamul.

The Congress, which has failed to project itself as a possible and plausible alternative to the Left, has been rel

egated to the sidelines and can only make its presence felt if it hangs on to the coat-tails of the Trinamul.

The Congress' disastrous performance in Bihar is also expected to severely affect its bargaining power with its allies during the forthcoming assembly polls. The Trinamul led by Mamata Banerjee "will now have an upper hand during the seat sharing talks," the Congress functionary said.

A section of Congress leaders feel that the Muslims are "also not too pleased” with the Congress following the Ayodhya verdict by the Allahabad High Court. “Though the entire issue was decided by the court, there is a feeling among the minority community that the Congress government did not do enough for them,” the leader said.

In Assam, it is estimated that the Muslim population has crossed over 33 per cent. Though at this juncture, the Congress government led by the chief minister, Mr Tarun Gogoi may still exercise control over the minority vote bank, the All India United Democratic Front (AIUDF) led by Badruddin Ajmal continues to work against the Congress in the state. The AIUDF has 10 Assembly berths.

But infighting within the AIUDF and a ragtag opposition could possibly save the day and help Congress retain its Muslim support base in the party.

There are indications that the Congress intends to “go alone” in Tamil Nadu. However, the party’s spin doctors are having second thoughts, following the dramatic drubbing in Bihar.

While the Congress managed to force the DMK chief, M. Karunanidhi to drop the graft-tainted, former telecom minister, A. Raja, the scenario could possibly be different when it comes to the assembly polls. But a section of Congress leaders feel that a "Bihar in Tamil Nadu would be another stunning blow for the Congress, which the party cannot afford right now." He also argued that the Congress "lacked the required political base to go it alone and make an impact in Tamil Nadu."

Moreover nearly 11 per cent of Muslim vote bank "might not follow us," the leader felt.

However, in Kerala UDF led by Congress is expected to come to power.
"The state experiences a change every five years, so there is really nothing much to talk about,' an AICC office bearer said.

It is the forthcoming battle for Uttar Pradesh that is the Congress' main worry. Today Bihar. Tomorrow Uttar Pradesh. Though the Muslim population in UP ranges between 18 to 20 per cent, in nearly 64 assembly constituen cies, the Muslims continue to be the deciding factor and can tip the balance one way or another.

Here, the Ayodhya verdict just might hurt Congress electorally, a state Congress leader observed. While the AICC leadership had “welcomed” the Ayodhya verdict, the Mulayam Singh Yadav led Samajwadi Party had been stridently opposing the judgement. The Muslim vote bank, which had shifted from Mulayam Singh Yadav to Congress and to Mayawati’s Bahujan Samaj Party is reportedly returning to Mulayam’s Samajwadi Party.

In a house of 403, the Congress has 18 MLAs, while the SP has 89. The last Lok Sabha results indicated that the Congress was rapidly consolidating its base in the state. It has 22 MPs from UP. The Rahul magic had worked for the party during the last general elections and in the 2012 UP assembly polls.

Will it work again this time, not in one state but five!! It’s one thing to lose Bihar, it’s quite another to slip in the Congress’ traditional bastions.

Potter stars caught in murky baby scandal

London: The young stars of the superhit film franchise Harry Potter,Daniel Radcliffe,Rupert Grint and Tom Felton are at the centre of a scandal revolving around a baby that one of them allegedly fathered.
The rumour started circulating on the Internet after an anonymous postcard was put on the blog Post Secret,where users send their secrets in on a postcard.
The post had the following message,One of these men is the father of the most amazing little girl in the world.Hes never met her,he never will.He probably cant even remember my name. 
The postcard featured the images of Harry Potter stars Tom Felton,Daniel Radcliffe,Rupert Grint and Jason Isaacs.Felton,23,who plays Draco Malfoy in the series wrote a message on his Twitter page to rule himself out.
My friend just found this on the web.Just to confirm that I can be cancelled out of this equation, wrote Felton.
Felton is in a long term relationship with Jade Olivia,who works in the film industry.The 23-year-old actor,who fans can look forward to seeing in his upcoming movie Caesar: Rise of the Apes,is a nature boy at heart and in an interview with Scholastic News said: I am generally more and more in my comfort zone in the wild.The only time I can really relax is up a tree or somewhere outside.I love being outside. 
Throw that in with the fact that he incredibly romantic,and it is easy to understand why the dashing young lad has so many female fans and such a lovely,not to mention beautiful,girlfriend.
Speaking in an interview about his longtime girlfriend Jade Olivia,also in the film industry,Felton said: Once every couple of months,I do things properly.I get roses,teddy bears and balloons.It sounds corny,but I also write songs about Jade and play ballads on the guitar.

Prince William and his fiancée Kate Middleton, who announced their engagement last week, will get married on April 29, it was announced here on Tuesday. The wedding will be held at Westminster Abbey, opposite the Houses of Parliament, the Clarence House said. The wedding costs will be covered by the royal family.

"The royal family will pay for the wedding, following the precedence set by the marriages of the Prince and Princess of Wales in 1981 and Princess Elizabeth and Prince Philip in 1947," the Clarence House statement said.

British Prime Minister David Cameron welcomed the announcement and said that the Tory-LibDem Cabinet had agreed to mark the day with a public holiday.

"The wedding of Kate and William will be a happy and momentous occasion. We want to mark the day as one of national celebration, a public holiday will ensure the most people possible will have a chance to celebrate on the day," Mr Cameron said.

Putting the speculation about who pay for the highprofile wedding at rest, Mr Cameron made it clear that the government would only foot the security bill.

"The costs of the wedding itself will be met by the royal household, with government meeting any wider security or transport related costs," he added. `counselling' Prince William is making sure that everything falls in place when he marries his fiancée Kate Middleton, especially that she never suffers from the depression and isolation that affected his mother. Middleton is apparently in "counselling" sessions to help prepare her for life as a royal.
"Kate, as a new and vulnerable bride, is deemed to need a lot of help with that," the New York Daily News quoted a source as telling UK tabloid Daily Mail.
"The royals are desperate not to have another downward spiral of a marriage and they feel Kate has very vulnerable and soft spots.
Middleton's "training sessions" include pointers on how to cope with playing second fiddle to a husband whose first priority is his country, not his family. She is also getting lessons in royal etiquette so she can blend in with her new family.

British suspended bishop Peter Broadbent, who said Prince William and Kate Middleton were like "shallow celebrities" and suggested their marriage will fall apart after seven years was today suspended from duty.
Broadbent apologised on Monday for his "deeply offensive" comments.

Bangalore: Has chief minister B S Yeddyurappa rented out his RMV Extension III Stage residence in Bangalore to a builder He holds party meetings at this house,but on record,it is rented out to Adarsh Developers.Strangely,the developer has paid a whopping Rs 50 lakh as advance to Yeddyurappa,and this is being adjusted as rent.
Former chief minister and JD-S state president H D Kumaraswamy revealed these details at a news conference on Sunday. As is evident from the statement filed before the Lokayukta,the CM received the money on August 1,2006.Normally,people give 10 months rent as advance.But have you heard of giving Rs 50 lakh as advance he asked.
Meanwhile,Kumaraswamy made fresh allegations against the CM and his family.These are: The firms owned by the CMs family received Rs 5 crore as illegal gratification from former minister Es En Krisshnaiah Setty for an official favour;and the CMs family has taken illegal gratification from Adarsh Developers for official favours done.
As per the allegations,Sree Balaji Krupa Enterprises,owned by Setty,deposited Rs 2 crore as advance with Davalagiri Property Developers Pvt Ltd.This is reflected in the financial statement of the company for the year ending March 31,2009.The company has a few shareholders: B Y Vijayendra,B Y Raghavendra,R N Sohan Kumar and Besto Ice Cream (whose promoters are B S Ashok Kumar and Rekha Ashok Kumar).
Settys firm also gave Rs 3 crore as advance to Bhagath Homes Pvt Ltd (BHPL),whose shareholders are the CMs son-in-law R N Sohan Kumar,daughters-in-law Tejaswini Raghavendra,and Manakara Prema and relative B V Bhramara.According to Kumaraswamy,a cooperative society had entrusted the job of procuring about 400 acres of land in Anekal taluk to Sree Balaji Krupa Enterprises.The society had paid the company Rs 173.45 crore.But,the land for the project was bracketed under agriculture zone,and needed a change of land use to residential.On May 28,2009 the government gave an order approving the change of land.
The JD-S leader said Akarsh Properties was a partnership firm incorporated on June 2 2006.The partners B M Jayashankar,Sudha Jayashankar,B M Karunesh (all three are promoters of Adarsh Developers) and M/s Davalagiri Properties and Developers Pvt Ltd (owned by the CMs family) He said the firm had made huge investments in real estate.

CD shows Reddy on sack BSY mission


Bangalore: A local TV channel on Sunday evening telecast a CD,showing tourism minister G Janardhana Reddy having a conversation with a man called Ashok Sharma,who claims to be an adviser to the Union law ministry.According to the CD,Reddy is seen striking a deal with Sharma and requesting him to tell the governor to sack the Yeddyurappa government.Reddy also seeks help to face a case,related to the office-of-profit,pending before the EC.Reddy allegedly offers Rs 5 crore to Sharma and Rs 15 crore to the other person.
He says: The CM admits in the House about illegal mining.How can he say something like that Congress and Yeddyurappa have made an adjustment.Its time to change the CM.I can arrange the money within 24 hours. However,Reddy said it was a doctored CD.TNN

Ministers have been forced to resign and military officials are facing a court of inquiry but the bureaucrats involved in two of the biggest scams of recent times are sitting pretty.

ADARSH HOUSING SOCIETY

At least 10 IAS officers,and other officials from the Defence Estates department and the state government directly or indirectly have apartments in the Adarsh Housing Society complex.Not a single one of these officers has given up their apartment so far;no administrative action has been initiated against any of them.The officials include: 

Jairaj Phatak |


He was municipal commissioner of the Brihanmumbai Municipal Corporation till October 2009.He too was involved in several important decisions,which enabled the highrise to come up right next to military installations.He has an apartment in the name of his son.

Ramanand Tiwari |


Maharashtras Information Commissioner.He was with the Urban Development department between 2001 and 2008,when most of the approvals were given to the Adarsh society.He too has an apartment in the name of his son.

PV Deshmukh |


As deputy secretary in the urban development department of the Maharashtra government,Deshmukh cleared several important decisions that favoured Adarsh.He also misinterpreted a letter from the Union environment ministry and cleared construction work at the controversial site.

Pradeep Vyas |


He was collector of Mumbai when land was allotted to the controversial society in July 2004.One of the officials accused of misleading Parliament.He has an apartment in name of his wife.

2G SPECTRUM


The mega scam has already claimed the minister responsible for the telecom ministry but no action has been taken against former and current officials hand in glove with the tainted minister.Former TRAI chairman Pradip Baijal,former DoT secretary S Behuria,former PS to Raja RK Chandolia etc are among those who figure in various files of the controversial spectrum allocation.

The neta loses his job.The officer loses his commission.But the babu manages to keep both the loot and his pension,reports Josy Joseph 


It is high time somebody had the courage to infuse a bit of morality into the soul of Indian bureaucracy the steel frame of governance in this country.If all the scandals of our times have a single unifying theme,it is the central role played by the civilian bureaucracy.Thats right from the powerful Indian Administrative Service (IAS) officer to the lowly clerk.In Mumbai,a clever and manipulative Defence Estates Officer,with active support from many IAS officers and military men,was able to corner a prime plot of land meant for the defence services,pull in top generals and politicians and build the 31-floor Adarsh Housing Society.Its pretty much the same story in A Rajas 2G spectrum scam.A host of officials,from senior bureaucrats to Department of Telecom officials,aided and guided the minister at every step.
In both instances,the key political leaders involved have paid a price for alleged involvement in the scam.They have been forced to resign from their postsAshok Chavan as Maharashtra chief minister and A Raja as Union telecom minister.In the Adarsh scam,the army has already started its own court of inquiry and the Ministry of Defence has ordered the Central Bureau of Investigation to investigate military officials who conspired to get themselves apartments.Embarrassed former military chiefs and Chavans relatives have given up their apartments.But we are yet to witness any such act of repentance by any bureaucrat involved in these scandals.
The trend is clear.If political leaders are caught engaged in acts of commission or omission,they are mostly forced out of office and always have to face the ultimate test - public trust during the next elections.If you are in the defence services and accused of impropriety,you can be assured of swift and harsh punishment.But if you are a bureaucrat,there is not much of a problem at all punishment is the exception rather than the norm.The message that the system seems to convey is that babus are from a different planet;the rest belong to the wobbling democracy called India.
The steel frame of a rising power,men and women who decide the fate and fortunes of one billion people is increasingly looking like a soulless greedy herd,with very few good men and women.Worse,even as other institutions at least act to placate the angry,the civilian bureaucracy sits back and aloof as if the scams dont concern it at all.
As India takes a closer look at government corruption,there is growing anger against the visible immunity enjoyed by bureaucrats.In the last week or so,almost every gathering of young politicians and military officers is charged up and anger at the way the civilian bureaucracy appears to be,in their words,getting away with murder.
A recent gathering of young MPs,for instance,expressed loud and exasperated frustration at the apparent immunity enjoyed by bureaucrats involved in the Adarsh scam.One MP speculated that it seemed the babu had the best of all wordsit was practically impossible to dismiss them.Another argued that unlike politicians,babus never have to face the public test of their efficiency and honesty.All agreed that it was the wily babu who helps the politician manipulate processes and 6in order to and doctor files to rob the hungry and poor people.
As India liberalized over the last two decades,there was genuine hope that the iron-grip of bureaucracy would be replaced by a more efficient administration of technocrats and neutral regulators.A few years ago,BS Baswan,who was then head of the Lal Bahadur Shastri National Academy of Administration in Mussoorie,predicted that the IAS may simply not exist a generation from now.Some 20 years ago,the Academy had predicted the evolution of technocrats.It said they would head regulatory bodies as the state withdrew from micromanaging governance.
Its predictions were completely and utterly wrong.As the state itself gets involved in welfare programmes such as NREGA and undertakes nationwide tasks such as infrastructure development,the babu has emerged as ever more powerful.The babus grip on the nations resources and exchequer has actually tightened.
The result of that ever-tighter grip is most visible most in departments that conduct critical public functions.In all of them,corruption has been institutionalized.In the national capital,a bribe is de rigueur if you want to register property.Were one to add the police force to Indias bureaucratic framework,the picture that emerges is disconcerting,ie for the average citizen,this is a cruel and corrupt police state.You have to pay a bribe to file an FIR and almost the same money can be used to hire a policeman to harass someone.The corruption-free government department is all but unknown in India.
A large number of officials serving in the so-called lucrative departments customs and income taxare multimillionaires.They have apartments and own property in almost every big Indian city.A senior IAS officer who recently visited an academy that trains young civil servants was shocked by the way they discussed the ill-gotten gains they could expect in the course of their careers.The systemic corruption that has seeped into Indias steel frame is so staggering that it is not unusual for whistleblowers to be harassed in many departments.And for silent but honest officials to hunted down if they refuse to take their share of the booty.
The Defence Estates department,which is under the scanner in the wake of Adarsh housing scam,is a classic example of what most government departments have become.Of the five officers of the Indian Defence Estates Service recently cleared for promotion to the rank of additional secretary,four face serious allegations of financial misdeeds.At least one was originally a member of the Adarsh society,another was raided by the CBI on one occasion and others have faced vigilance indictments in the past.
So,how do babus get away with it The loot And the pension The short answer is politics.The Indian political system,which us driven by a humungous amount of black money,is heavily dependent on its supremely clever bureaucracy to find ways and means to rob the republic.No major national party can operate using clean money alone.Together,the babu and the neta have created a system in which politics,elections and all related activity is driven by massive amounts of black money.
As a weak executive leadership,made up often enough of morally bankrupt politicians,looks the other way the civilian bureaucracy is having a free run.Often,when bureaucrats retire,they merely head right back into the service to head regulatory bodies such as,say,the Telecom Regulatory Authority of India.The recently released report of the Comptroller and Auditor General of India on the 2G spectrum scam is a ringing indictment of some of the most senior officers in the Department of Telecom and TRAI.
If the corrupt babu is sitting pretty its because he feels invincible.Despite aggressive efforts by the Central Vigilance Commission,it takes months for a government department to permit the corrupt to be prosecuted.All too often,permission is never given.
Interestingly,in this season of scams,the political and army class are under scrutiny,but the baby remains unscathed.No firm action has been taken by the Cabinet Secretary;nor has the civil service asked for any.
For India,an emerging power,this immoral babudom may be the poison that finally smothers its dreams.

INDEPENDENCE OF JUDICIARY WILL BE AFFECTED, SAYS APEX COURT

The Supreme Court on Wednesday opposed the idea of making public under the RTI Act information pertaining to appointment and transfer of judges, saying that it would adversely impact the independence of the judiciary.

Challenging various orders of the Delhi high court and the Central Information Commission (CIC) asking the apex court to reveal information held by the Chief Justice of India, Attorney General G.E. Vahanvati, appearing for the Supreme Court, contended that all information held by the CJI could not be made public.

He pleaded that these are very important issues and a Constitution bench of the court should decide them.

“Principles of the independence of the judiciary have to be kept in mind while deciding these issues,” he said, adding that there are various judgments of the Supreme Court that have said that the conduct of the judges including appointment issues cannot be discussed in public.

He further submitted that a larger bench should deal with the RTI act issue, keeping in mind the important constitutional provisions that refer to the independence of the judiciary.

However, advocate Prashant Bhushan, appearing for the the RTI applicant, who has sought information under the transparency law, submitted that several eminent jurist and former judges, including Justice V.R. Krishna Iyer, have criticised the way in which judicial appointments are made nowadays and said that it is high time that the process of appointment of judges be brought under public scrutiny.

Nijjar reserved its order on whether the case should be referred to a larger bench.

The court was hearing an appeal filed by the Supreme Court Registry challenging the directions of the Central Information Commission to disclose information on judges’ appointments to the apex court in cases involving superseding of seniors.

இதனால் தேர்வு எழுதிய மாணவர்கள் அதிர்ச்சி அடைந்தனர். 50 மதிப்பெண்களுக்கு மட்டுமே மற்ற கேள்விகளும், மீதி 50 மதிப்பெண்களுக்கு காரல் மார்க்ஸ் மற்றும் பொது வுடமை தலைவர்கள் பற்றி கேள்விகள் கேட்கப்பட்டு இருந்ததால் அவர்கள் அதிருப்தி அடைந்தனர்.
இதனையடுத்து மறுபடியும் தேர்வை நடத்த வேண்டும் என்று அவர்கள் பல்கலைக்கழக நிர்வாகத்துக்கு கோரிக்கை வைத்துள்ளனர். இதனை ஏற்காவிட்டால் கோர்ட்டில் வழக்கு தொடரவும் மாணவர் அமைப்புகள் முடிவு செய்துள்ளன.

இதே போல் பலமுறை மகாத்மா காந்தி பல்கலைக்கழகத்துடன் இணைந்த கல்லூரி தேர்வுகளில் பொதுவுடமை குறித்தே கேள்விகள் கேட்கப்பட்டு வருவதாகவும் மாணவர்கள் குற்றம் சாட்டினர். மாணவர்களின் எதிர்ப்பு காரணமாக பல்கலை கழக நிர்வாகம் அதிர்ச்சி அடைந்துள்ளது.
